"The British government is treating the gruesome killing of a man in London's Woolwich area as a suspected terrorist attack, the British Prime Minister's office said.
The man is believed to be a serving soldier who was at a nearby barracks, a spokeswoman for Nick Raynsford, a member of Parliament, told CNN.
The UK government has called a meeting of its civil emergency committee, known as COBRA, to discuss the incident, the prime minster's office said.
Raynsford also said that two people suspected of killing him were taken to a hospital, according to the UK's Press Association news agency.
Prime Minister David Cameron said via Twitter: "The killing in #Woolwich is truly shocking -- I have asked the Home Secretary to chair a COBRA meeting."
London Mayor Boris Johnson tweeted: "This afternoon's attack in Woolwich is a sickening deluded and unforgivable act of violence. My thoughts are with the victim and his family."
It's not yet known what the motivation is for the attack.
A London Ambulance Service spokeswoman told CNN that a man was killed in southeast London and two others were taken to a hospital.
Eyewitness Michael Atlee told CNN he and friends heard gunshots and when they turned the corner saw lots of blood in the road.
He said a man who had seen the incident described how the two men attacked the other man.
The suspects appeared to be two black men, he said. One was put in an ambulance and the other in an air ambulance, he said.
